You did not say what snow blower you have.   Your friction disk is to tight .  Adjust  it until your unit stops moving on its own.

Drive belts are suppose to be tight.  The adjustment is in the gap of the friction wheel.

The other possibility is a weak spring for the return or just old dirty crusty grease causing it to stick.

We need more info.

More information is needed.   Make Model would help us understand how this machine is configured.

When you say in neutral do you mean that you start the blower put the shifter lever in neutral and the machine moves forward itself without you depressing the traction lever? Is it actually moving forward under power or is it just vibrating and inching forward?  If you are depressing the traction lever and the shifter is in neutral that is another story.  Please provide answers to these questions so we can narrow down your problem

When I start the snowblower its in the neutral position, there is no traction lever. It then only inches forword slowly or if I move  the arm alittle in neutral it may then stop or inch slowly in reverse. the only lever i have is to ingage the auger.
