Kawasaki Generator - Hard Starting

I have a Kawasaki GA3200A generator.

The only way I can start it is to remove the air filter and spray some starting fluid into the carburetor. Once started it will run fine and will restart just fine. The hard starting problem seems to appear after the generator has sat not running for a few days. My brother says it probably loses its prime while sitting. The engine does not have a primer bulb. The choke is simply a wire handle that you pull in or out. I have replaced the spark plug and air filter. I checked for good spark and it has good spark. Any suggestions? Thanks for all

Check to make sure the choke linkage is actuating the choke mechanism.  It appears that the engine isn't getting a rich enough mix to permit easy starting.

Thanks. I checked to see if the choke plate was closing all the way and it is. I don't know what to do now.
