I also have a mid-80's Toro 724 Snowthrower that had the same problem your are having. The problem was solved by installing a new drive belt. You might want to try this and see if it makes a difference.
Source for used carburetor?

Looking for a used carburetor for a Toro 3hp Powerlite snowblower. The model number is 38170 and serial number is 2007403. According to Toro parts lookup the same carb was used on models with serial number 100000 through 2999999. Anyone know where I might get a used running carb? Thanks

the problem seems to be with the linkage wire that is looped at the carbuator and goes to the back of the engine under the gas tank. This linkage wire is very limp and provides no resistence to the sping connected to the crontrol arm. Any ideas as to what maybe causing this? What does the repair involve should this need fixing?
