broken sheer pin or broken auger belt

After trying to engage the auger of my 14 year old 8 hp Signature Series, the auger section started to smoke and ultimately failed to engage.  The auger will not move manually.  I took off the cover and the auger belt is still in place.  Do you think it is a belt issue or a sheer pin issue or something else?
