After trying to engage the auger of my 14 year old 8 hp Signature Series, the auger section started to smoke and ultimately failed to engage.  The auger will not move manually.  I took off the cover and the auger belt is still in place.  Do you think it is a belt issue or a sheer pin issue or something else?

Sounds like your impeller is frozen.  Put a piece of 2x2 or 2x4 down the chute and rest it on an impeller blade.  Give it a couple whacks with a hammer.  Take a look inside the impeller to see if you can find some ice or other debris that might be jamming the impeller.
