Old John Deere 1032 snowblower

The wheels are not freewheeling. I loosened the big wing nut to free them and they are still locked. Is there something broke or has rust locked them. I use it as is, but it's hard for this old man to turn it. Thinking it would cost more then it's worth to have fixed. Any ideas?

And thanks for the photos. I'm sure mine is like that. I bought it used and never noticed the problem. My main blower is a 1974 JD526, i put a kawasaki 6.5HP on it. Lots of torque.

My 826 came with the same problem. It took alot of penetrating oil and muscle to remove the outer/inner shafts apart.  Lots of diesel fuel to clean up the gears and lots of freash grease on the shafts;  now works as intended.
