I received a Toro Model 20017 lawn mower. (2006 model) It has aTecumseh LV195EA engine. It is difficult to start It was working fine all season and last week it started t oact up. Has new air filter and spark plug. It does have spark. My brother did replace the primer bulb. But it is not wanting to start. Any Ideas? dirty carb.
Your Toro is Chinese? That's a revelation! Well, I guess I shouldn't be surprised. It seems that most manufacturing in North America has some sort of Chinese affiliation.
I had to replace the pull rope on the recoil starter. insidetherecoil pully was a made in China label. I 'm assuming a major part of the mower was fabricated or assembled there too. Maybe it is a stretch, but the under carraige paint is really failing to the point of scrape sand and repaint.

Don’t blame the Chinese.Blame the entrepreneurs with clever ideas to take advantage of “foreign” labor.
Where are the iPods made?Not in the USA, Japan, or Thailand.Made in China, and proudly so.Would patriotic Americans willing to pay 2 times for things made in the US of A?
Give it another 30-50 years and your children will blame products made in Afghanistan and Africa.
