Carb adjustment

Help, I have a Homelite Trim ’n Edge model UT20024A which needs a carb adjustment. It will only run full power in half choke. It has those plastic seal caps. Service manual says take to dealer for carb adjustment. Any ideas how I can adjust carb?

first check fuel lines as borat stated and the filter personaly l would replace them anyways there litterally gonna cost u 5-6 dolluars at a local parts store, and l would but a diaphram in well your at it then its done make sure the tank is clean....and if all that done and it still runs lean under load the just break off the plastic tabs and adjust as u would normally, or do that rigth off the bat your call, personally replacing the other parts should give u a good running machine for a few years without problems.
