Toro 824 snowblower won't move? ( Revised )

Toro 824 snowblower won't move? ... Im a first time owner of a snowblower ... I actually don't own it, a buddy from work is letting me borrow it. Theres only one problem with it; it won't self propel. I have no idea how these things work so when I take the bottem plate off all I see is an assembly of gears and friction disks and belts. What would I look for in order to diagnose this problem? Thank you in advanced

Thank you for the response. How do I take the belt off if that is in fact something that has to be replaced?
