I own a Toro 521 and was made in 1992.

The last wisconsin snowfall was enough to make the right side of the auger to stop working!

It just spins freely and does not pick up snow.... the left side work as it should.

I heard about some snowblowers having shear pins that snap instead of ruining the unit when it gets jammed,

but i looked on toro's website at the parts list for this unit and cant find them!

If thats not the problem, can someone please tell me what else it could be?

i would bet its a shear pin,looking at the auger,they are to the left and right of center on the shaft,hope that helps

I have the sane model and I have the whole thing apart right now.  I wasn't as lucky as you.  I need a new worm gear that drives the augers.

If one of the augers is still turning, then you just have a broken bolt or shear pin.  Mine had bolts, but I expected shear pins.  In the diagram below, it's bolt #38 and nut #37.

toro's with the drum auger do not use shear pins, they do however use bolts. the bolt might be broken on that side
