No reverse on White 10/28

My wife bought me a used white 10/28 snow blower, the unit works great but when you put in reverse the unit goes forward instead of backwards. The friction wheel moves to the left when put into reverse as it should so I'm wondering if the rubber ring needs replacing or is it something more serious.

The traction control leaver ( not the "gear shift") causes the friction wheel to pivot against the friction disk. If you let go of the leaver the wheel should automatically move away from the disk thereby disengaging the motor. Whether it works or not is independent of the speed selection process. If the traction control doesn't work then its probably an adjustment problem with the associated linkage. That is not the same as the linkage for the speed selection mechanism which is a different set of leavers.
