Craftsman Tecumseh engine - Oil drain plug doesn't come off, any solutions?

Here is the type on gas snlowblower that I have. I bought it new a few months ago and this is the 1st time I am trying to change the oil. The problem that I am having is that the oid drain plug will not turn loose from the metal rod behind it. The metal rod turns as the oil drain plug turns so there is no way I can remove the oil drain plug. Any suggestions? Any help would be appreciated!

If it's the same setup as on my Ariens (a cap on a tube that goes into the engine crankcase), I hold the tube with vice grips while loosening the cap with a box or open end wrench.
