Adjusting Idle Mixture Screw and Idle stop screw

What do both of those do exactly. I have a basic idea of what the idle mixture screw does, but theres no reference to the idle stop screw below it.

Also, it says On model G150, engine no-load RPM should be 2000rpm. Adjust Idle fuel mixture screw for highest engine RPM; nominal setting is 1 3/8 turns open.

Im kinda confused, is open unscrewing it, or do they consider open as screwing the screw in (turn it right)

If I screwed the screw all the way in tight on the carb (turning it right), then I backed off and (turned the screw left 1 3/8 turn) would that be correct?
