installing Shear pins

I need to replace the shear pins on my snowblower. The previous owner used hardened bolts. I ordered a few replacements when I placed an order with Jacks Small Engine.

My question is this... The shear pin consisits of a bolt ,nut and a little coller. how do you correctly install this type of pin?

that makes sense. With out the spacer you wouldnt be able to tighten down the nut on a very narrow shaft.
