installing Shear pins

I need to replace the shear pins on my snowblower. The previous owner used hardened bolts . I ordered a few replacements when I placed an order with Jacks Small Engine. My question is this... The shear pin consisits of a bolt ,nut and a little coller. how do you correctly install this type of pin?

I just greased the auger shaft on my unit according to the assembly manual. The manufacturers recommendation is to remove the shear bolts,grease the zerk fittings,spin the auger sections and reinstall the shear bolts. They required 11ft.lbs of torque on the shear bolts. If you over torque the shear bolts when installing them (too tight) they will protect NOTHING!!! Marc
