Just an update.  I replaced the axle bushings and everything runs great now.  $6.00 total for the bushings and about an hour of work.

I'm having a similar problem on my Ariens 924032.  When pulling the blower back, the wheels lock.  When trying to move forward, it seems to be hit or miss.  I found that pulling the blower while trying to go forward gets me going.  I took the lower cover off and noticed quite a bit of slop in the axle shafts and the pinion shaft causing the spur gears to become disengaged.  I'm thinking a replacement of the axle bearing and pinion shaft bushings will solve this problem for me.  It sounds similar to yours so, I hope this helps

Hi there.  The MTC department of my plant uses them to verify screw speeds on our extruders.  They work fairly well.  I haven't heard too many complaints and their readings usually agree with the encoders.

Just throwing out a guess.  Perhaps that wire would be attached to an optional light kit?  Given the end has a plastic harness type connector, I would guess that is where it is supposed to go.  As far as the starting, sounds like it isn't getting any fuel.  Be sure to disengage everything before starting so there is no additional load on the engine.  Check the fuel and oil levels and press the primer a couple times before starting with full choke.

Why not mount the rubber below the impeller?  Then there would be no need to bevel the plate.
