How do I pull the flywheel from the axel?

I have a Jacobsen Snoburst that still is in working condition, except....
The steel cup that the aluminium paddle drum mounts to has come lose from the axle that attaches to the belt driven flywheel. So no power to the paddles.

It was poorly welded in place by the previous owner, but the weld has come loose.

I'd like to pull the flywheel so I can remove the part and get it duplicated or properly welded.
