If you do a search, you'll find several threads on the new HOOVER Constellation on the Forum.
 
Not many retailers carry the new HOOVER Constellations and/or they sell ONLY through their website.
 
HOOVER dealers and authorized factory stores have both models: with/without the power nozzle for rug cleaning.  In fact, due to the brisk sales of these new HOOVER Constellations some HOOVER store managers (like the store in Las Vegas Nevada) upped the prices recently.  A bad move (IMHO).
 
These are very nice vacuums, all steel bodies, steel telescopic wands, filtrette bags (optional), decent attachments.  The new HOOVER Constellations closely resemble their predecessors from the late 50's and 60's.  The resemblance is almost uncanny, deja vu all over again, retro design to the max, a dead ringer identical twin.  I believe a smart product by HOOVER, especially with the increased interest in retro appliances and canns.  HOOVER capitalizes on both with the new Constellation.
 
The power nozzle is a little on the weak side for my liking.  It's turbo rather than electric powered but will do a decent job on most US carpets.  The new Constellations go for about $200.  Worth every penny IMHO.

I finally saw the Costellation but haven't used one yet but plan to add it to my vac collection.  It's a nice thing Hoover is making improvements to their vacs quality-wise like the Constellation's comeback.  One thing Hoover needs to do is to put a Quadraflex PN (the early style) & it'd be true vintage again.
 
How good are the bristles on the Turbo PN?  I hope they're not spaced out like the other brands' turbo nozzles.

NO -- style will always mean something in the mix when we set out to "shop".  Try equating a vacuum purchase with the purchase of an automobile.  Yes basic requirements are important but the look of the thing that gets you down the road is important to most consumers as well.  
 
Just the same as many car buyers have gone and will go for the trade-off of looks over service, vacuum purchasers do the same.  It is harder to supply examples from modern stock but using past examples, elegance of style has taken Electrolux, Hoover, Eureka, AirWay, Filter Queen,  Miele and many other vacuum brands a long way.  Most shopping for anything  in this country is not a cool and analytical feat though I would that it were.
 
This even effects picky old me too.  Though I most surely comprehend that "looks aren't everything" I will not have an appliance in my household that does not pleasure my eye -- no matter how high its performance.  
 
This seems to apply in all things.  What's more commom than chicken?  Chicken is a chicken, yeah, but when you put it on a plate and throw a little parsley and bread crumbs or put a glaze on it folks take it as slightly less than ordinary everyday fare.  C'est la vie.  Such fools we mortals are.
