In my opinion Miele is the best suited machine for your situation. The are hepa certified but do not require the hepa as a standard filter comes with the bags. The machines have a great warranty and are normally issue free.

One has to be careful with calling many European vacuums HEPA. There are multiple levels of "HEPA" filtration in the EU. In the US, the HEPA standard comes from the US Dept. of Energy. It is a specification designed to filter out a specific 0.3 micron diameter nucleotide from the air of plants manufacturing or working with nuclear fuels. Only the European H-14 standard is comparable to the US HEPA standard. Example, Kirby sells a "HEPA" dust bag for their machines, but if you read the fine print on the label they are only rated H-11, which is 85% filtration. The US HEPA standard is to filter 99.97% of 0.3 micron diameter particles (which effectively filters 100% of larger and smaller particles - long explanation why the smaller particles are also trapped) while allowing at least 20 cubic feet per minute airflow with no more than a 1.3 inches of water restriction in the airflow (meaning the fans have to overcome a 1.3 inches of water lift suction drag due to the filter). It is a very specific and rigorous standard. Be careful when you read such and such is "HEPA". If it is not "True HEPA" or H-14 the filtration isn't really up to the US HEPA standard.
