For those interested, I just got an email from eBay. It has set up a buyer protection plan for U.S. buyers claimed to cover cost and shipping fees paid as regards unreceived items or items received that do not match the seller's description in the original auction post. There's a lot of fine print but I think this plan may be helpful for vacuum buyers looking for deals.
Best bet is to still carefully peruse a seller's feedback before buying from him or her. As usual . . . I have no affiliation with eBay except by way of the millions it's made off me.
