Aerins Deluxe 30 - Short axle seized

I have a deluxe 30 with the remote differential lock/unlock. It's been stuck in the locked position for the winter and I'm trying to fix it now. I've opened the bottom of the snow blower and I can see that when the handle is pulled the "teeth" are pulled away and go to the teeth that are set higher/lower so it's not a cable issue. It appears the short axle is seized and I've tried spraying bob blaster on the inside of the short axle and near the "teeth". What is the best way to get this apart? Does the entire axle need to be replaced or can it be salvaged?
