ARIENS ST828 CHUTE CABLE

The chute that deflects the snow will not respond to the tee handle. There is no issues with freeze ups but there seems to be some play just past the first upper two sections which look like small metal rod that close into each other. This rod area will not compress as they should.The cable is in a frozen position and will not move up/down. Any ideas? Where is best place to get new cable?

Any opinions on a 2003 Troy built model 7524, 13hp 24 inch, pull start good electric start not working....$400 is all they are asking....my driveway is 30wide by 110ft long...good deal?
