How do you check to see if the needle seats are bad? Once again I'm not too familar with the small engines and/or carbs

I'm not too familar with small engines. I was wonder if I have a bad primer bulb. My snow blower runs, but when it does, gas leaks out of the small hole that is in the primer bulb. I took the carb apart. Everything look clean and seem to function correctly. I could blow air through it. I'm thinking that the primer buld is bad. Do they have some kind of check valve in them to prevent the fuel from going back into the primer bulb air line. I have a Tecumseh 7hp engine. Thanks in advance. DB
