Tecumseh HM90 Carburetor Question

Need some help here. I bought my son a new Ken-bar Go Kart this fall with a 9 HP Tecumseh Power Sport motor (HM90) and we are having issues with it.

The problem is, it's got the emissions carb and it hasn't ran right since day one. It starts hard and wants to surge & die, it shakes the Kart incessantly at idle once it's warmed up making your hands numb, it has the power of a 4 HP motor, and it backfires contantly whenever you let off the gas.

I called Ken-bar and they told me to call Tecumseh. I called Tecumseh and they told me to call a local Tecumseh dealer. I took it to 3 different local dealers and they told me that's just the way the emissions carbs run. The last one did take the carb off to check to see if it had any debris in the idle and main jet passages. They called the factory and were told to drill out the main jet 2 letter drill sizes which helped the power somewhat, but it still has all the other problems.

I bought this Kart for my son to enjoy and not have issues with. I'm about to the point to yank the motor off and put one of my old 5 HP Briggs motors on that I used to run in my old Karting days 20 years ago. I used to run them without governors and ran the snot out of them with never an issue other than wearing out the valve guides.

I've done a ton of searching and found that some of you are replacing the emmisions carbs on your snow blowers with the TC-632334A pre-emmisions carbs. I don't care about the warranty on the motor or that I'm monkeying with the emmisions, I just want this thing to run right for my son to enjoy.

The 632334A carb appears like it has a choke lever setup made for a remote control that would be used on a snow blower. The pictures that I find shows it with a large oval loop for another round rod to engage in it to open and close it. The carb on the Kart has a 2.5" lever with the word "CHOKE" stamped in an arrow on the arm showing the direction to engage it. You have to manually reach down and open/close it.

My question is, does anyone know what the part number is for a pre-emmisions carb for an HM90 with a manual choke?
