Removing broken shear pins

Hi everyone. Great site. We have a MTD two-stage, model 3BA snow thrower. We're brand new to the art of snow removal by any means other than a shovel and you guessed it, we hit something on the second day and sheared the pins. There seems to be four of them and three of the holes still have part of the pin in there. I don't have a punch tool and even if I did, how are you supposed to swing a hammer in that small area? Do I have to remove the the intake housing (if thats what it's called) to get better access to the axle?
