Notice how the other three cables (throttle, change, drive clutch) have the outer black sleeve pushed in tight (green circles) against the adjuster fitting: But the Roto-Stop cable is clearly NOT in the right position (orange). Check both ends, and I'll bet it has come loose or broken. Can you see the cable flex/move when you operate the Roto-Stop lever? - - - Robert@Honda Caveat: I work for Honda, but the preceding was my opinion alone. I pushed the cable sleeve into the adjuster fitting, does not stay there, does not look like it is broken either. The roto stop lever is completely free, the end with the tiny bullet size extension is not connected to the lever at all. I do not know how to connect it. I have no idea where the other end connects to. I looked under the deck, did not see anything out of the ordinary. I had to use my trimmer as a last resort to keep the growing grass under control. I just do not want to buy my third mower, I have limited space in the garage. The other one is some no-name mower but with a Honda engine also.

Yes, the Roto-Stop cable end (inside red circle) should be connected to the Roto-Stop lever (yellow circle): The parts used to connect these together appear to be missing. The cable itself appears to be stretched and maybe damaged (replacement may be required) Suggest you get a shop manual if you want to DIY the repairs (Honda sells them on eBay and Amazon) or use this link to find a Honda dealer near you that can do the work: - - - Robert@Honda Caveat: I work for Honda, but the preceding was my opinion alone.
