My snow thrower starts great, runs good, but when I get into deep, a bit compacted snow,  it starts to pop and backfire and the governor doesn't seem to be kicking in like it is supposed to.  I sprayed the linkage for the
governor and make sure that it is free, but I'm still not happy with the performance.   I do run Sea Foam in it always and non-oxygenated gas.

Any suggestions.

It sounds to me like it might be a fuel related issue.
Depending on what type of carb. you have on the engine.
It could be that the needle needs to be adjusted.
If you have one, it's located on the bottom of the float bowl.
Try turning it clockwise about a quarter of a turn and see if that
makes any difference.
You may have a carb. that isn't adjustable.
If so, there will just be what looks like a bolt head
on the bottom of the fuel bowl.
In that case you'll have to pull off the bowl.
and clean the jet which may be a little clogged.
You may also have some debris in the bottom of the fuel bowl.
