Needle sticks in seat of the carb on this Tecumseh hm100 MTD chipper

The float does not drop in this carb. My Dad has a Craftsman (MTD) 10hp wood chipper that does not start. I took the carb off and it was all gunked up. I cleaned it pretty well and when I put it back together. Thats when I noticed that the needle sticks in the seat of of the valve after the float is raised with my finger. When I let go of the float it tries to drop back down but needle does not free itself from the seat. 
Did I do a lousy job cleaning the carb or does the seat need to be replaced?  I have heard of a needle/seat not closing a valve (and overflowing the bowl) but I am not familiar with this sticking issue. What would be the best course of action? There are several rebuild kits for  HM100 carbs. Could I just put in a new seat? Or maybe clean the seat better? What would cause a needle to stick to the seat? Maybe the seat is made of rubber and all the carb cleaner I used dissolved the rubber enough to make it sticky/gummy?  This Tecumseh engine's numbers are:

8117D

I could not find the exact match for my engine number when looking for a rebuild kit. The two kits I did find were :

TEC632760B or  632347

The kits come with needles and I don't see any needles on my carb. Very odd.
