I don’t know the internals but have some comments.
Going by the reference at the bottom when the key is off things are grounded through M.
There is no light switch shown. Lights are gotten with the ignition switch in the Run/Lights position.
In Run/Lights position after start, M is removed and the connection A Y is “made”.
If the key goes to the Run position that connection is not “made”. The reference at the bottom implies switching.
Did you buzz it in the Run/lights position?
The drawing splits off the regulator line at a junction before A and the run to the fuel solenoid and hour meter. They
broke out the run to A to feed the post for some reason and going to Y makes sense (switched to Y).
You did say you buzzed it out so this is a head check for the Run/Lights position versus Run.
Update:
They use "make" which I can't remember seening before. If "make" means a physical connection it would defeat the purpose of having a 4 position switch and the lights would be on all the time after start.

Not a big deal as electrically they are the same place.

That would keep the lights on all the time and defeat the purpose the Run/Lights position of the 4 position switch.
Make A + L has got to mean switched.
