I think around 9.5hp

The B&S 305cc engine was rated as a 9.5, 10, 11 and occasionally 11.5 h.p.   I have one and it's considerably more powerful than my 10 h.p. Tecumseh L head engines I had previously owned. 

If we use the formula of  (torque X rpm)/5252 the figures are as follows:

Not sure if the formula is to use rpm where max torque is achieved (3000 rpm) or max h.p. (3600).  I would assume it should be 3000.

If max torque is used it will be (14.5 x 3000)/5252 = 8.28 h.p.

If max h.p. is used it will be (14.5 x 3600)/5252 = 9.93 h.p.

Either way, it's a good engine on a 28" machine.
