How to adjust a Honda chute hood deflector?

For an HS828 hydro factory # SZAK 201xxxxx  The chute hood keeps riding up several second after setting it low.  The hood has nut and bolt on each side.  The stick control lever is pretty loose in that it is easy to move up and down.  Is the just to tighten the bolts more or is it done from under the dash?

    Checked the hood operation with the other machines and it looks like the hood stays fairly loose.  I was going to try adjusting the nuts but one side had a nut stripped so could not be tightened or loosened.  I sawzalled it off.  That exposed a collar around the bolt.  I think that's to keep the nut and bolt from tightening too much.  So I went to the under dash part.

   The nut and bolt through the lever guts was very tight.  To get it tighter I had to really crank down on the nut.  That made the hood work correctly and not rise when tossing.  Cool, but with cranking so hard to get it to work something must be wrong or worn.  It's working for now so I'll just use it like that and get back to it in the spring with better weather.
