my cub cadet LT 1042 wont start. last summer i tryed to start it and only the starter would engage and there was no poping and so i replaced the spark plug and filled the oil to the proper level. still the same result. this summer i took it out and so far i have changed out gas replaced spark plug compretion is around 80 magneto is good im getting good blue arc. checked to muffler for clogging sprayed starter fluid into to spark plug hole with nothing happaing. idk what else to do. the governer dosent work vary well and is stuck in full throtle. i can move it at the carberator fine  but it wont the the contol cable. and the carberator plunger is working fine as well, and im getting gas to the carbarator so i have good compretion spark and fuel but not a single pop. anything would be usefull thanks. its a kohler courage 19

Does the engine Crank over? or just engage?
