HM80 surging on partial load.

HM80 on my Ariens 924050 is surging on me. When I am blowing in really deep stuff it runs smooth, but as soon as I get to lighter or less deep snow it starts to surge pretty good. I cleaned the gas tank, installed new lines, added a filter, and cleaned out the bowl and jets this fall. Adjusted the main to 1 1/2 turns out. Since it seems like it surges thet worst when I am coming off a heavy load I was thinking it may be the governor setup wrong. When I took the carb off to clean it, I inadvertantly loosened the bolt attaching the governor linkage arm and probably didn't get it back on in the same position. Could that be out of adjustment?
