How do you change an inner tube?

I picked up a new inner tube to fix this flat tire. But there's a big rubbery type plug around the valve stem.
I've changed bicycle inner tubes before, but I've never seen a tire with this rubber plug. How are these tubes replaced?
Or is the tire considered a "tubeless" one. Maybe I should have picked up a bottle of that green slimey sealer instead.

I dipped the tire in the kitchen sink. The leak appears to be coming from the valve. Autozone has a kit with &quot;replacement valve cores&quot; and a tool. <BR><BR><BR><BR>So does the entire rubber grommet come out or am I looking to just replace valve core (shiny metal part) that sticks down inside the stem?<BR><BR>

Interesting. That entire tire is less than the cost of the inner tube I purchased. I'm confused. Why do they make tubeless tires for these little wheels? Seems like a lot of work.

That kit only is made to repair and threads on the valve stem and remove and replace the valve core....

Yeah , I know what you mean about tire and tube cost.  Harbor Freight has few others in ther selection...

So far so good. I replaced the stem core (cost $2) last night and this morning the tire still had air. We'll see how long it holds up.
