Can the scraper bar only be adjusted by adjusting the skid shoes?Or can the scraper bar also be adjusted?

All depends on the machine. Some yes and some no

With the unit in the service position ( going to China) have a look at the scraper bar. If it has bolts you can adjust it.

Does anyone know what you are supposed to set it too?

"going to China"?  Never heard of this expression before. 

I guess if you're going to burrow towards China, u're going to need more than a snowblower.

   MTD's and Ariens are fixed.   MTD scrapers from around 1980 through 2004 end up 1/2 inch below the edges of the sides.    Post 2000 Ariens machines stick down 1/4 inch below the sides.
