Toro CCR 3650 Snow blower Electric Starter Problems

The electric start  spins but it doesn't engage to start the snow blower. Toro CCR 3650
Could the starter be bad??

Found the problem.

I took the snow blower apart last night, I found that the bolt was missing that held the starter in place, Put a new bolt in, Used some penetrating oil, And she's good as new!!
