9 horse tecumseh compression

I have a 9 horse Tecumseh (Craftsman) chipper shredder with good spark that will not start. It has 25 pounds compression. Is that too low?

You may have just a bit of carbon under the exaust valve..

Pull the head off and see if the valve is fully seated,  and examine the engine wear at the same time.

I found a motor that a mouse had been hiding cat food in the intake manifold (big motor) ,and one peice got caught on the valve face at startup....
