Sounds like too much oil in the crank case.  Most small engines have a crank case ventilation line that runs to the air intake side of the carburetor.  The theory is that vapour from the crank case will be sucked into the carb and burned off with the fuel.  I have a 6 h.p. Mitsubishi powered pressure washer that gave me a similar problem that you have.  The manual specified the wrong amount of oil to put in the crank case.  As it was, it was over filled.  Oil was constantly being blown into the carb intake.  Sometimes, it would make starting the engine difficult due to so much oil accumulating in the air filter.  I recommend you drain the oil and re-fill to the correct level.  Otherwise, you'll continue to have oil being blown into your carb intake until the oil level achieves the correct volume.

Has anyone had this mower tipped on its side ?   Maybe to clean under the deck or to sharpen the blade.  This will also fill the breather and filter with oil.

Good luck,
