MTD Yardmachine won't move when engaged

What would be the causes for my single stage snow thrower refusing to move forward. I recently replaced the rubber paddels on the auger. They seem to touch the ground when rotating. I readjusted the tension spring. The belt is worn - but still rotates. Any suggestions?

the most common thing is the drive belt or the friction wheele, The part # is a stens # 240-394.hope it helps.
