Carb rebuild question

When rebuilding my carb I took note of the location of the small hole in the idle circuit, and how it would seem that it needs to line up precisely with the small hole in the threads of the bowl nut when installed. If this didn't line up, wouldn't the small hole in the nut just be blocked by the threads in the body of the carb, limiting performance? I don't see anything in the tecumseh manual about tightening the bowl nut to a specific position, but it seems otherwise the carb would be starved of fuel, especially at idle and under load. Thoughts??
