Torque or Horsepower...which is better??

My wife just recently purchased a Craftsman 13.5 torque 1350 snow series for me for a X-mas present,  27" width,  23 inch intake with a Briggs and Stratton OHV engine in it.  My question is just what horsepower would that be,  as I cannot seem to find a stright answer anywhere; all I get is how torque and horsepower work...I already know all the tech stuff,  I'm just looking for a stright answer.  Some say's its a 9.5hp others say its a 13.5hp.  When I was talking to a couple of different Briggs techs at a couple of different times, one woman told me after about 10 minutes on hold that it was a 11hp...the other time I was talking to another tech, he told me that torque was just a different way of messureing horsepower, and that it was just what it says it is...13.5hp??  I just don't get it.  My wife bought a snowblower and I can't seem to find out just what horsepower it is.  Can anyone out there in cyber space please help me with this stupid delima...PLEASEEEEEEEE!!

P.S.  The engine showing is from the 1100 series, but basically the same!
