  that is the governor shaft and the governor arm.  the shaft is what is sticking out of engine. the  arm goes underneath the carb.  there should be  the governor spring attatched to the end of this arm.   is this about and 8 hp briggs

the little bolt is holding the governer arm shaft in a fixed position. As the motor revs the shaft moves the arm and turns the throttle shaft on the carb. Viola!!! More power.
