Interesting that you say this because the problem occured right after I mowed around a bush and hit the under branches. Where is the governor control lever on the carb? And what is the easiest way to identify it?

The easiest way too identify the control bracket arm is too:
Find the carb.
Connected too the carb throttle shaft is a rod that has a loop in it. (Coming from the top of the engine...underneath the flywheel.)
There should be a governor spring with one end connected too that loop......and the other end connected too the control bracket arm.
Too adjust  the engine speed you bend the arm too put tension on the governor spring. (More tension produces higher rpm, less tension gives lower rpm.)
That governor spring could be mangled, broken or a twig could be lodged holding the throttle plate closed. (Or the contol arm was just bent.)
3000 rpm is a good setting. Assuming that you may not have a tachometer, you may want too have a trained grease monkey check and set it.
Too many rpm's is dangerous and may cause engine damage.

I think you are right on with your bent control bracket arm theory. I think I will take it to a local shop for repair since it sound too important for getting the RPM setting right for me to mess with it. Well at least I learned a leason for the next time I mow around our bushes.

I must, however, that the Toro design for this mower leaves alot to be desired if simply hitting a small branch makes the carbuator linkage screwed up. You would think an item this importantcewould be given better protection from the inevitable bangs and scrapes.

the problem seems to be with the linkage wire that is looped at the carbuator and goes to the back of the engine under the gas tank. This linkage wire is very limp and provides no resistence to the sping connected to the crontrol arm. Any ideas as to what maybe causing this? What does the repair involve should this need fixing?

The governor link should be "limp".

It's the governor spring tension that controls the throttle opening and engine speed.
