Proactive lawn mower question

I know it's a little early for lawn mower questions, but remember I am in the Southland.

Has anyone had problems with the intake valve sticking on almost new lawn mowers? I have seen it on several brands of mowers, as well as on different brands of engines. It seems the intake valve stem seal installed on emissions certified engines (to prevent trace amounts of oil from being sucked into the combustion chamber) prevents as much lubrication from reaching the valve guide. However, I don't understand why some machines have no problems at all & others are plagued with this problem almost from day one. Could it have to do with regional gasoline blends?

I would like your thoughts & comments, If you have any knowledge of this condition
