Repainting snow blower

I have my ST824 pulled apart to service and clean it up before the winter and was wondering what my best option for cleaning up some of the light rust and getting a descent coat of paint on it. I would prefer to sand blast the parts, but don't have access to the equipment. If I just wire wheel off the loose rust and paint and use some Rustoleum primer before painting will it hold up descently? Should I use rust converter? I'm not looking for car show finish, just something that will hold up with regular maintenance.

Is that duplicoat close enough where it isn't going to look goofy if I don't repaint the whole part? Also is there a good match to the cream white of my rims, those need it bad.
